Internet is so slow with windows 8

So last night I installed windows 8 64 bit a fresh install and for some reason my internet is so slow.

When I do a speed test I get 700kbps but when I do a speed test on my phone, windows 7 laptop I get 8Mpbs.

Why is it so slow on windows 8?

I turned off live titles updates, windows installed newest driver for my wireless adaptor.

What the problem?

This response doesn't make any sense, or address the issue.
There isn't any major difference between how Windows 7 and Windows 8 handle basic TCP/IP requests.

Check your network drivers and make sure you have the most up-to-date ones.
You're probably working with incompatible drivers right now.

I do have the newest on installed. In device manager it shows my USB wireless adapter. Still slow, this is just on windows 8

Hi.
I think i found the solution.

1. Open Network Sharing Center
2. Click Change Adapter Settings
3 Right click on WiFi and choose properties
4 Click Configure
5 Choose Advanced
6 From the list below choose minimum power consumption and change value to disable
7 Click Ok.

I finally gave up on the Wireless Internet and pluged my Computer into a Ethernet Cable I had available. What a difference it made. I did all the updates and suggestions with the wireless but no help at all. It still confuses me as to why the difference.
