GTA 4 low frame rates for build

I have been getting less than adequate fraps while playing GTA 4. I run an AMD phenom II 965 BE @ 3.8 ghz, 8 gb of kingston hyper-X ram, and an EVGA GeForce GTX 660 ti @ 915 mhz. I usually average 28 to 40 fps. This is not normal is it? I feel I should post higher frames than that. What could my conflict be? Someone please help. It only happens on GTA 4 that I know of.

Its very bad code for the game,I dont know of anyone who has had luck with it

Okay. That is what I was thinking; however, my friend has an HIS Radeon HD 7770 GHZ edition and his runs the game at almost identical settings to mine.

are you using mods on the game i know ice enhancer will cut fps in half.

No, mods that I know of. I did have some car mods. However, nothing other than that. I have also uninstalled and performed a clean install of the game.

Only thing I can advise you is to lower the details.
