DDR3 1333 on PM45 Mainboard

I have a Clevo M571 laptop with a PM45 mainboard. The system bus of this mainboard, according to Intel's site is 1066 MHz.

Recently I've been wanting to upgrade the processor and the RAM of my laptop.

CPU-Z shows the RAM working at 667ish - which I guess makes the modules in the two slots 2GB 1333MHz (these are the RAMs that came with the machine). Shouldn't my board be down-clocking the modules to 1066? Or doesn't this show up on CPU-Z?

It was my understanding that I could only upgrade to 2x4GB 1066MHz DDR3s.
