Need Help Custom build boots up and 3 seconds later shuts down then repeats.

First off let me apologize if this thread wasn't placed in the right area, I am new so be gentle lol. Secondly I would like to note that I have already started looking into other threads that are related to this issue of mine and with most IT issues different components create different scenarios.

Ok, getting started I know its easier if you have my components listed:

MB: Asus Maximus IV Extreme Z LGA 1155
CPU: Intel i7 2600k 3.4ghz
PSU: Corsair TX850w
GPU: EVGA GTX 580
RAM: 4X4GB Corsair DDR3
*I have not OC'd anything on my rig just to be clear*

This first started the other day when I heard one of my fans was getting clunky so I decided to change it with the spare I had from the manufacturer. I replaced the fan in the same fashion as the previous fan was hooked up and didn't mess with anything else at that point. (Yes the proper precautions were taken to avoid ESD, grounded with wristband)

Then I went back into the office to hook her back up and bam, the symptoms kick in. At first it would boot up hang for 3 to 4 seconds then shutdown, only to be repeated as long as it wanted without me intervening to stop the cycle.

At this point I decided to take her apart and make sure all of the connections were properly seated and take the chance to clean out the case including cleaning my CPU and HSK and reapply thermal paste. At this point I had done a little bit of research as to what could be wrong and I eventually took out the CMOS battery for about 3-5 minutes and put it back in and what do you know! She started right up.

Awesome eh? Not quite. I made sure that this was permanent by doing a restart, and it booted up, then I shut it down completely and left it for about another 5 minutes, aaaaaaand it happened again.

The other things that I have done:

Removed the RAM and put them in different configurations to no avail (didnt even know if this would work.

I am about to try and run it on the PSU CPU and 1 stick of RAM only to see if its possibly my GPU thats crapped out.

A couple other weird things that happen when it boots: Sometimes the Mouse and keyboard are non responsive
Mouse: Razer Lychesis
Keyboard: Hp piece of shiat

If anyone could help out or even give the slightest amount of information to help out that would be great.

Well I just took out the GPU and 3 sticks of RAM and it still persisted I guess its getting closer to be safe to assume that its the MB or the CPU.

I dont think its the CPU because I have done multiple temp tests and it has never gotten out of the acceptable range, only after gaming for a while would it do that lol.

At this point is where I am at a loss, please if you have any other info let me know :/
