Advice on cooling for this rig please

Hello, I need advice on cooling in general for this build. I can't decide between more fans, or going liquid cooling, or maybe other options. This rig is not for gaming, or serious gaming, the most use I give is heavy load under multiple virtual machines in vmware workstation for testing using it everyday.
I plan to add a ge-force 9800 GTX + I have laying around.

My main concern is noise, and wether or not is worth it using a 3rd party heatsink, as well as budget (I can maybe go as far as 100 U$D if it's worth it on the long run).

That old GeForce 9800 GTX will make enough noise by itself, so I wish to help it as little as possible.
