7970 Overclocking Help

Hi all, I have been overclocking my Sapphire dual vapor-X 7970 recently (yesterday + today) and I get 1100mhz with no voltage increase, considering my goal was 1150mhz core I tried upping the mV but it seems to make absolutly ZERO difference even though MSI AB is telling me that my card is indeed receiving more volts (I tried up to 1.3V to no avail). Any ideas on why this is? Am I doing something wrong or is this a common problem?

Here you go. Just a side note, I have to Force Constant Voltage to get any change at all. Also note that Kombustor says my VDDC stays at only 1.2V.

Also note there is a bit of artifacting/glitching in screen2 around the edge of the Kombustor windows (thus why I call it unstable)
