Need some history as to what's been going on. Are you adding in a "new" graphics card, or was it working for awhile and now its stopped? What power supply are you using? What is the model of the graphics card?

I built the PC from used parts the graphics card is the zotac GeForce 9500gt and the power supply is 420 watt. The card works in another PC

Can you test another Graphics card in the PC? There are a few possibilities, such as the BIOS isn't set to correctly look for the GPU or the PSU has degraded and cannot handle the GPU. A 9500 GT needs a PSU with at least 350 watts, but an old 420 (especially if its a low quality 420) may not be giving enough power now. You could also try swapping the PSU with a beefier one.

I hope that helps!
