New built pc will not start up

I just finished building my pc and when i try to start it up the leds will turn on and the fans will turn on for about a second. then they shut off then on again about 4 times. I am guessing it is a problem with my power supply but i am not sure. Please help
 
There may be an issue with a power connection, or something wasn't seated properly. Try breadboarding the computer (take it out of the case and setup on a table) using only 1 stick of RAM, mobo, cpu (onboard graphics if you have it - no GPU). Then try to power up (you will have to place a jumper over the power connector on the mobo.

Check the connections going to the motherboard. You should have 2 going directly to it. The main one on the right hand side, then one toward the top left. I missed the top left my first time building one.

If both are connected, make sure the the power button,reset, and those connectors at the bottom are wired correctly and not in reverse
 
if it not a power issue it may be the mb having a hard time setting the ram bus speed. try posting with one stick of ram and use the onboard video. then try and update the mb bios to the newest rev. the power cable the person said that missing is the 4/8 pin pci power that near the cpu.
