new build won't shutdown

just built a new computer everything works only problem is that the computer won't shutdown the monitor keyboard and mouse all shut down but the motherboard and the fans stay on. also the computer can restart just not shutdown not even in safemode

cpu: i5 3570k
mobo: asus maximus v formula
gpu: gigabyte 7970 oc
psu: rosewill fortress 750w

for any more info just ask

i am on multiple forums so if i don't respond right away that's why

it will start shutting down the shutdown screen shows up the monitor turns off along with the keyboard and mouse then after all that the tower is left with the led fans and mobo on. the mouse and keyboard also have led's so i know they are off. i have tried the shutdown in safemode and the same thing happens

put in the new psu and did an overnight clear cmos and it's working fine full shutdown it might have been the psu or the clear cmos the order i did it in i can't say which but the problem is solved
