gaming on 1280x720 or 1600x900 (new rig)

I was wondering how gaming on 1280x720 with a monitor with a native resolution of 1600x900 would look and if I could turn up the settings at the price or resolution. I would also like to know which processor I should go with for maximum performance.

Notes
- So long as I am getting above 30FPS, I will be satisfied. (Aside from CSGO and source, but I can run those on a potato)
- I don't mind letterboxes at the top of and at the bottom of the screen
- I only really need to lower to 720p to record with fraps because I find that if you record in 720p, play in 720p, render in 720p, and upload in 720p, Youtube doesn't lower the image quality that much.

Conclusion
I haven't built my pc yet but was wondering if I could get by with this rig and which processor I should go with for gaming

TL;DR
Will 1280x720 look ok on a 1600x900 monitor if I don't mind letterboxes.

don't go with the pentium cpu, go at least with the i3... i5 would be good.... i think this graphics can run on 1920x1080 if you want
because pentium cpu isn't for gaming, for watching videos and normal stuff
CS games doesn't need very high performance, my low performance laptop can run it without any LAG,

i would take the 860 because gaming on lower resoultions requires more CPU work.

Also, 1280 would look fine on a 16:9 monitor, you will have jagged edges unless you enable some Anti-Aliasing.

I play some games in windowed mode when I'm doing others things (single screen user probs)

An I3 also costs 100+ dollars. I honestly don't have that kind of money to be spending on a single component for my PC right now as I am only 14 with a seasonal job.
