Any of my USB devices when plugged in resets all other usb's in my computer

My first built computer. I have an Xbox controller, Logitech M&K and my iphone plugged in that's on my computer. I bought a bluetooth dongle and when inserted it resets all the other usb's plugged in as unrecognizable and they stop working. I put a flash drive it resets it all. Even when I reinstall my drivers for them.

I got it to work sometimes when I reset it or reinstall drivers but its like playing the lotto to have that happen again. The only thing was when i first built the computer it said under device manager "USB serial bus controllers, device status:this device cannot start (code 10). I tried to fix that by downloading the right drivers but it won't work. So I just moved on from there and installed everything else, also I tried to reinstall windows 2 or 3 times after I had that code 10 error but my computer would freeze. The last thing is maybe I didn't hook up the USB plug in the right socket on the mobo? I'am lost and frustrated help please.

I think that the USB controller you are using is bad.
I've noticed quite a few cheap usb controllers on case front panels.
Try reseating the USB controller in the motherboard. Use your motherboard manual to verify that you are plugging it into the correct place.
If reseating doesn't help then I'd bet the front controller is bad/going bad. That's why you are seeing it function intermittently.

Hmmmm I tried the front panel and I also have devices plugged in the back panel which goes straight in the mobo as 3.0 USB. Don't know what else to

Hm... if you have the same issues with the back panel, I would look for a bios update for your motherboard and contact the OEM manufacturer or the motherboard manufacturer.

You have a lack of power issue. The power is passed through the motherboard, but it comes from the power supply. My hunch says you have a weak power supply. But you could have a bad motherboard. Try a Antec VP450 power supply or a Antec Earthwatts EA430D power supply.
