Playing diablo 3 and my game keeps skipping or shuttering not sure what it would be called.

Hi so I custom built my pc with a
1000 watt ps
4 gb ram
Ati HD 5700 now nvidia 660 gtx
Quad core phenom 3.4 ghz
solid state drive
ASUS motherboard crosshair formula 4
win 7 64bit
asus LED monitor

My question is my screen keeps skipping when im moving around not in battles where most of my fps should be used up it runs perfect. It skips when im walking around its almost like its loading parts of the game faster then can be rendered if that makes sense i guess? I have tried playing with every setting i can think of vsync, triple buffer, playing with fps limiters, changing from high or low settings i still get the problem. I even just bought a new graphics card a nvidia gtx 660 thinking my gpu was the problem. However after i installed the new gpu which i think is awesome by the way my game still has the same skipping problem and have tried playing with the settings the same way to. I also installed all the latest drivers to.

If anybody has any ideas would be very much appreciated

CPU bottoleneck most probably :) 
Run afterburner and monitor gpu usage. If you see gpu is below 98% than 100% CPU bottolenck
Also note the game itself has issues which can contribute to this lag . Thanks

Test with other games. If Diablo 3 is the only one giving you this problem, then the issue is at Blizzard's end, i.e. server lag, and it's a long-standing issue with the game itself, caused by D3's "always-online" requirement. The non-combat version happens mainly when first starting the game, as everything has to be loaded/updated from the servers. It's not a hardware issue.
