Does this mean I need a new Motherboard?

When I start the computer, the PSU fan starts, but the monitor gets no input, and the CPU fan does not start. When I turn it off the CPU fan does a 1/4 turn. A new PSU does not fix the problem, and the fan works when installed in a different computer. Does this mean I need a new motherboard?

should pritty stupit thing to say as the fan will use dc (direct current)

but anyway its deffo the motherboard caps for sure

i think a short will just make it completely dead as caps gone bad can srtill hold a small charge enough to power the fan or enter bios

Check you RAM, if you have more than one stick, remove one at a time.

Looks like OP ruled out everything already. It is the motherboard. Burned capacitor or short circuited motherboard. If the RAM was faulty, at least the CPU fan would have turned on.

sometimes with capacitors gone the fan will or computer will boot once or twice into the bios until the cap is completely discharged.

just sorted one with the same fault as yours, most 99.9% of the time its a board.

its very easy to spot swollen/leaks capacitors and short circuit may leave burn markes in the area it shorted

Not looking good for the mobo, couldn't remember if the CPU fan spins with no RAM!

Solution

Before you condemn the mobo completely, take it out of the case and connect it up whilst sitting on something like a breadboard, that way you can rule out a short cct from the case. Sometimes the case manufacturers provide one too many standoffs for the mobo to sit on, and this can cause problems.

Well, if the CPU fan turns a quater after turning off the power, it could be that the cpu is not compatible to the motherboard.

If there are no visible signs of blown capacitors or leakage, it should be assumed to be something else even if it's not the PSU.

One of the first things I thought of was a lack of power. When I mentioned a new PSU I pulled one out of a newer working computer as a test.
The computer is not a new build. It is a Compaq Presario 5008US. I got it in 2007 and it has been working until now. It was using all of the original parts until after it started having problems.
By the way I did try bread boarding, and it did the same thing. If the problem is the motherboard, can someone help me find a compatible replacement.

It's not the motherboard,. What else have you added other than a PSU to this rig? A new video card? When add hardware, the power requirement also increases, even extra ram, albeit (is that a real word?) only about 10 watts but still an increase.

Consider a better PSU, about 450 watts to 550 watts (if you can get one)
Actually, the Corsair CX430 might actually suit this rig and is easily acquired.

The computer has been working fine for years. I have not made any additions.
The only change I made was after it stopped working. The PSU I used to test it was a 350w compared to the 250w it originally used.
If it still does not work with a more powerful PSU, then it can't be the problem. Right?

The PC is more than 10 years old (even though you got it in 2007), it could just be past its "use by date".

You say it was working "until now". What has happened, what have you installed, and what s are you really using? Service Pack? XP sp3?

Although I have found TenPC a bit hasty to suggest PSU in the past, in this case I relly would consider getting a basic 400w model, even if it's cheap Chinese stuff. No 250w PSU is going to survive 10 years without significantly reducing its power output due to decay of the capacitors and that system seems like it was close to its power limits when it originally came out.

What I mean by "until now": About a month ago my computer started crash in the middle of games. It slowly took less and less time of use to cause it to crash. (by crash I mean the image on the screen would stop moving and only rebooting would fix it) Eventually it started to crash before Widows (ME) finished booting. Then it started to crash before windows started to boot up. It would only sat "Compaq" before it crashed. (this computer had no option for BIOS, but this is the screen where my newer computer gave the option.)
Also, stop telling me to try a new PSU. I already have, and nothing changed.
