Power but no boot

I am at my wits end here trying to figure out what could be going on with my desktop computer. I'll go into everything that happened.

I noticed that my computer was taking a very long time to boot. On the mobo splash screen the computer would hang for at least 5 minutes before finally enabling the keyboard and then continuing with normal start-up. Once the computer was up and running everything was fine.

My computer is a few years old so I figured I would check the bios. I was a few updates behind so I updated to the most current stable bios (I have a gigabyte 790XT-UD4P). I rebooted after update, which seemed to be successful, only to then be completely stuck on the bios splash.

I could not access anything and waited 20 minutes (twice) and nothing ever happened.

After doing a bit of research, I tried disconnected my two hard drives to see if it was a drive issue. When that did not help, I disconnected all but 1 stick of ram and still nothing. I even tried swapping out what stick was plugged in. I disconnected all USB connections so all I had was my monitor, my gfx card, and 1 stick of ram but still nothing.

In a last ditch effort to see if I could figure out what is going on, I disconnected the computer completely and stripped out everything. Disconnected the cmos battery. Went through and and reconnected everything. I should also mention it DOES get power, all lights come on and fans start. Also, after reconnecting the power button will turn on the computer but will not turn it off. The only way to turn it off now is for me to flip the PSU switch.

I should mention that I do not have a system speaker so I don't get any beeps.

With all that, I'm out of ideas. Does anyone have any idea what could be going on? Is this just a case of a toasted mobo and I need to get a new one? Any help is greatly appreciated.

TL;DR: Computer gets power but does not go to post/mobo splash screen.

Mobo: 790XT-UD4P
CPU: AMD Phenom II X4 945
RAM: Generic 8GB (4x2GB)
PSU: 700W Xion PSU (not sure exact model atm)
GFX: XFX ATI Radeon HD 6770

This is a tough one. It's most likely either your PSU or your motherboard. If you have a spare PSU, or a computer you can borrow one from for a couple hours, this will help narrow things down.

My money's on the motherboard, though, and all you can do about that is replace it. This is NOT me telling you to go buy a new motherboard, though. We've got more troubleshooting to do before you go spending money. Nothing sucks more than asking for help and having the person helping you waste your money because they weren't thorough in their help.

I understand where you are coming from, although I am probably going to buy a new mobo anyway. I've been wanting to upgrade my PC but I can't upgrade much further with my existing mobo as it only supports AM3 and I'm looking to get a board that will support AM3+ so I can look at getting a new cpu in the near future. Of course I know it may be the PSU, it just seems so unlikely since the slow boot issues. I don't know anyone with a desktop (no joke) and I don't have a spare PSU laying around :\.
