Dual displays ?

I've connected two displays to my Ati Radeon 9650 graphics card and the problem is this: when turning the power on, both displays show the Win 7 opening animation ('Starting Windows'). After that one monitor goes blank while the other funcions normally. If I open BIOS both monitors are functioning as they should (and keep working until I close BIOS).

Seems like somehow Windows is preventing the use of dual display.

Ati graphic card and Win OS detect only one display and I have not found a way to use two displays otherwise than described above. Solutions?

You need to go into the AMD Control Center (formerly called catalyst) OR into the windows display manager and enable the second display. You'll want to tell it to extend your desktop onto the second display.
 
Just right click on a blank spot on your desktop and then left click on Screen Resolution. From there you will want to click on the display that is disabled and choose Extend Desktop To This Display and set your resolution for that monitor. By Windows does not always enable all displays.

The problem is that in Screen Resolution there is only one display available and therefore there is no Extend Desktop -choice available. My Windows 7 is not detecting the second display.

The problem is that AMD Control center does not detect the second display at all which means that the option for enabling the second display is not available.

Here is more information:

I've connected the first display to this port: "Dual-link DVI-I connection. Provides video digital signals and HDMI output that is compatible with most HDMI-compliant devices." It's VGA monitor with an DVI adaptor and everything works perfectly well.

The second monitor is connected to this port: "Single-link DVI-D connection. Provides video digital signals and HDMI™output that is compatible with most HDMI-compliant devices." This is a TFT monitor connected with a DVI cable (no adapters used). This connection causes the problem.
