Hi please be aware I am a Newbee to Overclocking. :) I overclocked my FX 8350 (using the Bulldozer guide/post here) to about 4.4Ghz for a couple of days. I then successfully moved back to 4.0 Ghz and the original settings (including Vcore). I was going to try OCing again a few days later and I noticed the Vcore value had changed to 1.425. Originally before the OC it was set to NORMAL at 1.32V (its lowest setting). I changed it to 1.36V to get 4.4Ghz. When I was ready to OC again a few days later I noticed the NORMAL ( and lowest) Vcore setting was now 1.425V I tried clearing the CMOS to try to back to stock values but no luck. Its Normal value is still 1.425V.

CPU : FX 8350
MOBO: GA 78lmt usb3
Cooling : Hyper 212 evo
PSU : 600W
Video
card Geforce gtx 550i

I had trial and error myself trying to OC the 8350 at first.
Because it is a said "boost to 4.2" from the original 4.0, it's VID will be set as 1.4125V. - Default.
Mine has always sat at 1.4125V @ default settings.
Are you sure you're not mistaking it because you changed the static settings and the static settings was set on 1.32V? Mine is the exact same way. If you feel uncomfortable you can reset your jumper or battery. It'll turn out the same I can almost guarantee you. It's a high vCore in my opinion for stock, which is why it is a bit strange, though considering the power settings in your cpu configs and turbo/boost enabled.

OK so I decided to try to see what overclocking I could get at the 1.42 Vcore it was stuck at. Only this time I left the LLC at AUTO when trying to OC. ( I believe the guide had said to leave it at the highest or second highest setting). I tried 4.6Ghz but could not boot to windows. I tried 4.5Ghz and could not boot to windows....but when I was in the Bios getting ready to adjust to 4.4Ghz, I noticed the Vcore setting was back to its lowest original point 1.32V. I loaded the default settings in the BIOS to see if the Vcore would come back at 1.32V and it did. I re-saved the original settings and OC'd again and now I'm back at 4.5Ghz at 1.38V Vcore. As far astability goes I can run Cinebench but prime95 shuts windows down after about 10mins....but this was the case before. Running games with the graphics card takes me to about 57 degrees (at its highest) so far.

Every machine is different. I feel OC guides can only go so far, helping you understand 50% of the time. But the other 50% is the dubious trial and error.
Every spec in terms of cooling, motherboard, and PSU have their OC limits.

I agree... as I'm learning that now. Thanks for your help though.
