PSU or motherboard problem or...?

I've had this issue for a while and finally decided to ask you guys about it. Its sort of hard to explain so bare with me.

When I go to turn my computer on, I press the power button - fans start running but the hdd access light goes nuts and nothing actually boots up, not even bios. I turn the pc off by using the switch on the psu, wait for the green light on my mobo to go out, switch the psu back on, and press the power button - everything works fine.

I'd like to take care of this but dont know exactly what component is causing this problem. Any thoughts?
 
I would reseat the 24 pin atx connector going to your motherboard and check your case connections to the board to be sure they're all correct. All your indicator lights on the front of the case should work if the leads are on the right pins. Your power switch may be running off the wrong pins. If the connections are ok, you may have a weak power supply. What is the brand and model number?

I reseated it earlier today, computer needs to be off for a while for it to act up though. Will check it out in the morning. Its an ASUS M4A89TD Pro/USB3 and psu is OCZ700GXSSLI (from 2008).

Double checked the pins while I was in there also.. looks like everything is where it should be.

On a side note, do you think it'd be possible for a dvd drive to cause this problem? I was installing a new gpu today and started the machine up.. dvd drive was making all sorts of noise and it's activity light was going nuts. I unplugged it and pc booted right up. Just a thought.

Hmm, with dvd drive disconnected and 24pin reseated it still failed to boot up after hitting the power button.

Any other ideas? My gut feeling is telling me my 5 yr old psu is end of life.
