Can't download and install anything HELP!

I bought my PC last week a custom build and this are the specs:

CPU: AMD A10 5800k 4.2 ghz
MOBO: Gigabyte GA-F2A85X-D3H
RAM: G.Skill 8gb 2x4gb 1600
GPU: Sapphire Raddeon 6670 1gb ddr5 (not yet installed due to my problem)
PSU: ATX 600 Watts
HHD: WD blue 2.5 and Seagate 1tb 3.5

Can't download and install anything i tried to download google chrome but it hangs when a try to download it when i try to download other apps my pc reads it as an binary file can someone please help me.

This error message keeps popping up!

C:\Windows\system32\USERENV.dll is either not designed to run on Windows or it contains an error. Ty Installing the program again using the original installation media or contact your system administrator or the software vendor for support.

I had this problem in IE 10 would start downloads then say virus detected and delete even from microsoft so i researched and found similiar issues other people removed everything to do with windows defender and works fine now I'v got a good anti virus 3rd party so i'm not worried defender comes stock and gives protection if you don't have another anti virus but get rid of it then try downloads i was really mad when dl 15gb game that at end did that to me

Hey Steve! You're a Godsend!!!! I've been trying for over 2 months to solve the same problem. Trying every solution I came across to no avail. Malwarebytes, Eset, CCcleaner, you name it. Nothing worked. Then I came to your post. I said to myself ..... this is the last one I'm going to try tonight, if it doesn't work, to hell on it, I'm going to bed. So far your info has done the trick!!! Many, many thanks!!!!! Greg
