Computer does 3 beeps on startup, then reboot.

My computer will sometimes do 3 beeps when it starts, then reboot, and go on and on like that until I shut it down.
The beeps indicate that something is wrong with the ram, but memcheck and the windows diaqnostics tool can't find anything.
Restarting the PSU makes the computer work again.
Could windows not be shutting down properly? I did not have this problem with Ubuntu.

Specs:
Intel DZZGA70K motherboard
i7 3770k cpu
geforce gtx 670 gpu
be quiet! pure power psu
ballistix sport 8gb (2x) ram
 
check that the 4/8 pin pci power plug on the mb is connected...may be lose. on the video card check that all the power plug ports are filled some video cards have two 6/8 pin plugs. on the video card check that the fans is moving. if the mb has onboard video try removing the gpu and see if it posts without any issues. if you still get a cmos beep code try one stick of ram at a time.
