This may be a stupid question but worth checking. Do you have your monitor connected to the Motherboard or connected to the GPU?
If it's connected to the motherboard it's using the onboard graphics and you will need to connect to the GPU.
Do you have the latest drivers installed?

yes, it is plugged into the GPU. ive actually had that problem before haha. All of the latest drivers are installed aswell. I have a Tahaiti 7870 Powercolor LE, which is supposed to be an amazing card for 250 $. It runs bioshock infinite/tomb raider/ Planetside 2, all on medium settings with average of 30 fps.
