I'm going to be getting a New GPU (Radeon 7950 Sapphire w/ Vapor X) and decided to do a multi monitor setup. I've never done one of these before so please bear with me if I say something stupid.

Here's what I have to work with.

Hp 2009m 1600 X 900 monitor and a 32 in. 1080p LCD tv. I might be upgrading my monitor to this eventually

CPU: i5 3570k

What i would like to do is be able to run a game on the tv and use the monitor for normal PC stuff.

Is this at all possible?

You sure can. The card comes equipped with both a DVI and HDMI port so you wont have any problem hooking them both up to the GPU. Modern OS will automatically detect the 2nd screen but if you are running an older OS like XP you may have to go to display settings and "extend desktop" to the second screen. If you run games in full screen they will maximize to whichever monitor you selected as primary. If you run games in windowed mode you can simply drag them where you want.
