MSI AMD ATI Radeon 6870 OC edition voltage problems.

Hi i have the above gpu, and my current voltage is at 1.148mv. The default voltage is 1.175 and if i try to get it there or raise by 0.01 i get artifatcs, windows slows down... Is it my gpu problem or just intentional undervoltage. Btw it's factory OC to 920/1050 from 900/1050.
 
That seems like a very minor voltage fluctuation. So minor I think its possible to chalk it up to software being inaccurate, which it usually is when determining voltages. My 12v is detected at 11.66. I'm not sure why you are getting artifacts though. Is the GPU working currently in stress testing programs? Like Furmark for example.

I don't know, but with every software i tried it says the same, 1.148v. I ran Sapphire trixx recently, and when i loaded it set the default values for my gpu. 900 clock, 1050 memory and 1.175v. As soon as it did that, my screen started to flicker and my mouse movement was slowed down, as was the windows itself. I got a bit scared, thinking i damaged something, but after a restart, everything was fine... Could it be my PSU? It's Cooler master extreme power plus at 460w.
 
I'm not saying its for sure the answer but I would probably grab a new PSU. Especially if you can still get a refund on that one. Cooler master power supplies in general are horrid, that one included. Its only really able to output 370~ load safely, anything above that and its iffy.

What are your other specs? You might just be drawing to much power for that PSU. Does the system work without any voltage modifications in stress testing or intensive games?

Well my specs are the following:

MB is Gigabyte P55-UD3L rev 2.3 with socket 1156,
Processor is Intel I3 530, at 2,93ghz, overclocked to 3,52ghz,
Memory is Kingston HyperX 8 gig's at 1600mhz,
I only have one GPU and it's the MSI AMD ATI Radeon 6870 OC to 920 core and 1050 memory (it's factory overclock), working on 1.148v (i have read on many different places that the default is 1.175v),
PSU is the Cooler Master Extreme Power 460w,
I don't have any extra fans or anything that could consume more Power.
HDD is Hitachi at 7200, 500 gig's.
I have no SSD.
I did a calculation on some site, and my power consumption was like 330W min and 370W max, also at 99% usage my gpu uses about 80-84W max, and temperature is like 70-75c max on heavy load, soo it can't be the over heating, i think power is the problem, but then again gpu doesen't draw much, and neither do the cpu and the rest of the components.

The power consumption of a 6870 is potentially 225w (two 6pin connectors(75w each) +75w for pcie slot.))

Though in reality its closer to 150w.

CPU takes up 130w at 4.5ghz, and 95w stock, you are somewhere in between those two figures so 100 - 125w

Add 15w or so for hdd, lets assume 2 fans and add 10w, etc, etc.
I'd say about 330 is a safe estimate.

If its working, you don't need to fix it. Not trying to be rude here but trying to get information out of you whether or not its actually working is like pulling teeth.
