USB Root Hub

This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

I unplugged all my USB devices 1 at a time. Each time hitting "scan for hardware changes" and the yellow exclamation point remains. How do I fix it? Is their information i can provide form that properties page to help you help me? Thanks

Right-click the device in the device manager, click "disable." Let the device manager refresh and then re-enable the device. If that doesn't work right-click and this time select "uninstall." Scan for hardware changes and the driver should be re-installed.

When I disable then re-enable it comes back with the same yellow exclamation point. Same thing when I uninstall then scan for changes. it just comes back.
