Solution
Almost certainly failed Graphics Card. Try removing it and replacing it in case you have a poor contact, otherwise borrow one from a friend or replace.

So you have a desktop PC with an AOC Monitor that works, but won't boot beyond the AOC monitor Logo. It would help to know more, the make/model of your motherboard for instance. This is usually printed in white letters on the top of the board.
Are you able to get into Setup/BIOS? If not, and normal signs of life like the HDD light is flashing, then suspect your Graphics card. Do you have an onboard GPU you could try?

remove graphics card plug your vga cable directly into the motherboard ,what type of graphics card do you have and is it a silent addition or dose it have a fan installed on the graphics card, before you take it out try it one more time and check if the fan (if there is one) is spinning on the gpu it sounds like the card is over heating
