Gigabyte 7970 doesn't power up

I just put together a brand new computer this week from parts bought from amazon newegg etc...

Everything fit together well and there didn't seem to be any issues until I turned it on and the GPU fans didn't start at all, the card also doesn't output anything at all.
Upon plugging it into a screen the screen displays no signal, then flashes black, then back to no signal.

I've checked the wiring the 8 and the 6+2 are firmly plugged in.
The GPU is firmly seated, it's clicked and locked in. I switched PCI slots just to make sure.

So far it seems FUBARed and I can't return it to newegg since I bought it more than a month ago.

Computer Specs:

Case: Antec 900
Mobo: ASUS RAMPAGE IV GENE INTEL X79 CHIPSET MOTHERBOARD
Processor: Intel i7 3930k
RAM: G skill 1600 mhz 2x8GB
Power supply: Corsair HX 850(this has been working fine everything else powers up)
GPU: Gigabyte AMD 7970 ghz edition

inb4 drivers

I don't think it can be drivers since this is a brand new computer which doesn't even have an OS installed.

The hard drives are still bare :(

P.S. Mac's have horrible keyboards D:<
 
Solution
Do you get a code on the debug leds(top right corner of the motherboard)? Debug codes are on pages 2-17 through 2-21 of the motherboards manual.
