I just want audio to come out of both my TV and speakers.
So for instance if Im watching a stream on my TV the sound would come from that and if I was playing a game or watching another stream the audio would come my speakers is there anyway to control that?

YES.
One way is to do this is by using a modern graphics card that can output audio via HDMI (not all graphics cards with HDMI can do all audio. Some do movie sounds only). Another method is to have an audio card with both an analog and digital output. Example:

Output#1:
A GTX680 connected to HDTV via an HDMI connection.

Output#2:
A normal desktop speaker setup to onboard or sound card.

Switching:
You can only choose one solution at a time. Example:
1) right-click the AUDIO ICON in lower-right
2) choose "Playback Devices"
3) choose the audio solution (i.e. "NVidia HDMI") and set as DEFAULT

Other method example:
Output#1: analog stereo to the PC input on TV (Video output from graphics card must also be on the PC-input)

Output#2: optical output from same audio card to desktop speakers that support Optical.
