Taskbar won't display on reboot

I have a letter from hp stating they reloaded my hardrive-OS/Driver Corrupt. Is there any way to check my computer to find out if hp did anything at all except perhaps put it through a system recovery, Maybe? I am still having the same problem I had before with it not displaying the taskbar and pointer on restart. I already put it through a full recovery with the discs I purchased, but it still won't display the taskbar on restart, It's only 9 months old, using Win 7 64 bit

Pretty much so, it only happens at restart, but there have been times it has happened at first start. I found out a few days after I went through recovery that I should not use the four recovery discs more than once but did so. I'm wondering if hp just did the same thing because nothing has changed. It does the same thing when it reboots.

 
And only the taskbar is missing? Other icons are shown on the desktop? Do you have a second monitor/TV connected? Do you get any hints in event viewer (right click on computer / manage event viewer) And by he way: you can use the recovery cds as often as you want. Only reactivating windows will require a phone call to microsoft after the third time.

When I go through the restart, there is just either a blank screen or a google desktop picture displayed. There never has been any other icons that has ever displayed on any computer I have owned. When restart, even when I had a computer that worked well, there was never any icons other than the icons on the start menu. When I restart, there is no taskbar at all. If this is because the sequence in start up is oof, then I need someone to help me figure out how to sequence the start up. I just am not a pc savvy person and am more in to theology than into computer knowhow
