I am on a tight budget of $650. Anything below that would be great. I would want it to run GTA 4, Arma 2, and some newer games on med to high settings.

Sorry I let it get 10$ out of the budget, but by doing so, then you won't be crippled quite as hard in terms of performance, quality or storage. This rig has gaming performance in mind. The rig features a MOBO that does allow overclocking. It also features a decent PSU that will give you enough power to overclock both GPU and CPU as you want. However, if you want to overclock the CPU then you might need another cooler later on. Stock coolers aren't meant for overclocking.
