Can a bad Power Supply pass the Paper clip test

My computer recently "died". The computer suddenly turned off and now when I press the power button nothing happens. I assumed it was my Power supply that failed. When I flip the switch on the back the led on the motherboard stays lit but still nothing powers on when I press the button. I have read that the LED only shows that there is a 5v power reaching the board and a fried Power supply can still light it up. I tried the paper clip test on the powers supply and it still passed. Could a bad power supply pass the paper clip test or is some other part of my computer the reason for the computer not responding.

paper clip test just check that the ps will turn on. in most cases the power supply can lose a leg and the power supply wont power on the mb. most new ps have two main legs..the power good...need 5v to turn the mb on and the 12v line that most ps have the 3.3 and 5v legs connected too. most times it the 12v leg for the cpu that goes bad.

So is it safe to assume that the power supply has gone bad
