I recently built a budget gaming computer but am having issues with it powering up. I push the power button and the fans and lights turn on for about 1 second then everything powers off and it continues to restart itself doing the same thing over and over again.

My specs:
Intel Core i3 3220
AsRock B75m motherboard
500W power Supply
2*4gb Ram @1333 Mhz TwinMos
Intel Stock Heat Sink
Seagate 500gb 7200 rpm
no optical drive

please Help Me

try posting the system with one dimm. may be the mb having hard time setting the ram speed and is failing.see if there a ram ok button like asus does. on the mb check that you have the 4/8 pin pci power connected and the mb not ground out to the case. (used mb standoffs).

No, never ever flash/update your BIOS unless it is actually unstable or the update adds support for your CPU. Don't try and fix something that isn't broken.

Edit: Another possibility could be a faulty motherboard (or maybe you didn't put the CPU in properly, might want to check that) - your situation sounds very much like my previous experience which involved me causing my motherboard to fail and consequently burn my hand, and my motherboard wouldn't boot for more than a second or two. Yeah go figure. Sleep deprivation is dangerous.

From ASRock CPU support List ( http://www.asrock.com/mb/Intel/B75M/?cat=CPU ):
Core i3 i3-3220(N0)
Core i3 i3-3220(P0)
Core i3 i3-3220(E1) since BIOS P1.40
Core i3 i3-3220(L1) since BIOS P1.30

If the board came with the P1.20 BIOS version, it would not support the CPU.

Now, "No, never ever flash/update your BIOS unless it is actually unstable or the update adds support for your CPU. Don't try and fix something that isn't broken". He can't actually update the BIOS since he can not access the BIOS.
He has to install a supported CPU or replace the BIOS chip.

Thanks For all your support. By the way it wasn't the problem with the PSU or the BIOS. i didn't place the motherboard on standalone screws, so it kinda fried the first and the second power supply because the material under the motherboard conductive the electricity coming to motherboard to the whole case which was too much for the PSU and thus overloaded and died.

Then i noticed that i didn't place the MB on stand alone screws and then connected the same brand power supply and then every thing seems to work just fine. :)

Thanks For your support anyway.
