I plugged two VGA monitors into the two DVI ports with VGA to DVI converters. The computer doesn't recognize the second monitor. Tried switching the monitors with each other and it only displays the top DVI port. Is this a software issue or is the graphics card bad? only had it about 3 months.

Most cards like the 7770 have one DVI-I port and one DVI-D port. A DVI-I port has both a DVI (digital) and VGA (analog) signal. The I stands for "integrated". A DVI-D port contains only a digital signal, thus a DVI->VGA "passthrough" converter (like what you are using) will not work for getting VGA output.

Do either of the monitors accept DVI? The easiest thing would be to hook up one monitor using DVI on the DVI-D port.

If they are both VGA-only monitors then you will need to buy an active DisplayPort->VGA adapter to connect them both (see EDIT below). If your card has full-size Displayport then this example: http://www.amazon.com/Cirago-DisplayPort-Active-Adapter-DPA1011/dp/B005AT2LI0/ref=sr_1_2?ie=UTF8&qid=1363623009&sr=8-2&keywords=active+displayport+to+VGA
Or if your card has a mini-DisplayPort connector then this: http://www.amazon.com/Cirago-DisplayPort-Active-Adapter-DPA2011/dp/B005AT2KTK/ref=sr_1_3?ie=UTF8&qid=1363623009&sr=8-3&keywords=active+displayport+to+VGA

EDIT: Since you are only using two monitors I think you can actually use a PASSIVE DisplayPort->VGA connector. They are less expensive. Here's a full-sized: http://www.amazon.com/Display-Port-Male-Female-Adapter/dp/B0026REL8C/ref=sr_1_6?s=electronics&ie=UTF8&qid=1363623362&sr=1-6&keywords=displayport+to+VGA
