Hiccup/skip sound causing lag?

Hello, I am having an issue in the past couple weeks with my computer that is very annoying and proving hard to fix, which Is why im asking here, hopefully this will help other people too.

I have yet to find out what causes this problem but its usually when I am playing games, in Skype, on Youtube, etc. It seems random but my mouse, game or application starts skipping while making robotic sounds for about 3-5 seconds then it stops, this happens once every 20 minutes or so.

I've tried moving away my USB headset, phone, and speakers away from the computer, making sure everything is plugged in, and looking for driver updates.

I have a feeling this consumes CPU power and that's what is causing the hiccup and lag?

Anyways any help is appreciated, let me know if you need pc specs or anything I am using Windows 8. Thanks

Please post system specification. In my experience it's usually driver corruption or faulty hardware that is the root cause of problems like these in which case the robotic sounds and skipping are actually an effect not a cause and as such it's just what you're able to physically perceive happening.

Update:
Started getting Bluescreens with this sound happening, without any messages, until it causes a restart
