Hey guys, I think you may be my last resort.
Here's my problem.

I own a Dell OptiPlex GX280
With 512 MB of Memory.
Last night I went to Crucial.com and ran a scan to see which best memory strips were suggested for my PC as I wish to upgrade it to 2.5 Gig Memory. Afterwards I ordered a 2 Gig kit which I am awaiting delivery on.
My goal is to increase my pc performance because I also ordered a Roxio HD Game capture which allows live streaming thru TwitchTV using my PS3.

But here's where I'm stuck:

In order to stream I had to download an app called an XSplit Broadcaster...BUT...when I tried to test the app after download I received a prompt telling me "UNABLE TO CREATE WINDOW. PLEASE ENABLE DIRECT3D ACCELERATION".

After going to RUN> dxdiag> display, all of the 3 listed DirectX features show as unavailable.

DirectDraw Acceleration: Not Available: Disable is greyed out
Direct3D Acceleration: Not Available: Disable is greyed out
AGP Texture Acceleration: Not Available: Disable is greyed out

So when I couldnt enable Direct3D I tried this:
How do I enable graphics acceleration?

For Windows XP:

Right click on the desktop and click Properties -> Settings -> Advanced -> Troubleshooting.
Set the Hardware acceleration bar to Full.

Needless to say that doesnt work because enable is greyed out.

But the confusing part is at the bottom after I use the test Direct Draw option it say's:

  • The system is using the generic video driver. Please install video driver provided by the hardware manufacturer.
  • DirectDraw test results: All tests were successful.
  • Direct3D functionality not available. You should verify that the driver is a final version from the hardware manufacturer.

Now its important to note that last year I had to reinstall windows and after researching a bit I found out today that it was a specific order that the drivers needed to be installed as opposed to simply installing directly from the disc that Microsoft sent me which is plain retarded.

So...because of this when I now try to check to see what my video card is and check on the status of the drivers in order to update them, nothing shows in my list.

So basically these are my CURRENT specs (with 2 Gigs of memory on the way)

Operating System
Windows XP Professional Service Pack 3 (build 2600)
Dell Inc. OptiPlex GX280
System Service Tag: 4B6KR51 (support for this PC)
Chassis Serial Number: 4B6KR51
Enclosure Type: Mini-Tower
2.80 gigahertz Intel Pentium 4
16 kilobyte primary memory cache
1024 kilobyte secondary memory cache

Bus Clock: 800 megahertz

39.99 Gigabytes Usable Hard Drive Capacity
31.05 Gigabytes Hard Drive Free Space

SMART Status: Healthy
504 Megabytes Usable Installed Memory

Slot 'DIMM1' has 256 MB (serial number 0517B721)
Slot 'DIMM2' is Empty
Slot 'DIMM3' has 256 MB
Slot 'DIMM4' is Empty
Local Drive Volumes

c: (NTFS on drive 0) 39.99 GB 31.05 GB free

And these are the system requirements for what I need to get done:

Before installing XSplit Broadcaster, make sure that your computer meets the following minimum requirements:

Windows XP SP3, Windows Vista, or Windows 7
.NET Framework 3.5
Adobe Flash Player
DirectX 9
Graphics Acceleration must be enabled.

And these are the system requirements for the Roxio HD Game capture

Minimum System Requirements:

Microsoft Windows® 8, 7, Vista™ SP2, XP (SP3 for 32 bit & SP2 for 64 bit), Intel® Core 2 Duo Processor 1.8 GHz or AMD Athlon x2 64 2.0 GHz, 2GB RAM
Dual Core 2.3 GHz above is recommended for 1080 30p/60i recording.
The product is also Windows 8 ready.
DirectX® 9.0c compatible graphics card or higher, sound card
2GB free hard drive space for installation. 10+ GB free recommended for video recording.
Windows Media Player 11 or higher
Internet explorer 7 or 8
Internet connection required for capture, live streaming, registration, product updates and tutorials. Any Internet charges are the user's responsibility
Internet upload speed for Live Streaming: 1.5 Mbps. 2.5 Mbps above is recommended
720p live stream requires at least 4.5 Mbps internet upload speed.
One available USB 2.0 port

So...would it be smarter for me to just buy a new graphics card with the driver disc ?
And if so...what card is best suited for my particular PC ?

Sorry for the long read guys but I'm really anal about this type of stuff.

I hate to say it, but your Pentium 4 looks like a Pentium 4 520. It is a single-core CPU and the minimum for the software you want to run is a dual-core CPU. Hyperthreading or not, I highly doubt that you will get the program to run even if you do figure out whether you have a graphics card installed (without the proper drivers) or if you are running on integrated graphics (Intel 915g) that doesn't FULLY support DirectX 9.

After going to the Microsoft site and downloading several downloads and then the Dell center, I eventually decided to run a complete Dell diagnostic test.
1 hour later it showed that my video drivers were screwey and suggested 6 different types of drivers to download. I took a wild stab in the dark and PRESTO !!! PROBLEM SOLVED.

From there after restarting my pc, I re-downloaded the XSplit app and this time it allowed me to create my channel and it thus far is working (even though I'm below the RAM requirements).

So thanks to the correct answer, all I have to do is wait for my 2 gig of RAM kit and my Roxio HD Video recorder to arrive, slap it in and connect the device...and then start my next headache of optimally streaming live gaming.

I wish I could buy you guys a beer but...such is life.

*Also the processor IS A DUAL CORE

Intel Pentium (R) 4
CPU 2.80 GHz (2 CPUs)

Windows sees 2 cpus when using a single-core pentium 4 with hyper-threading. 2 virtual, one physical. Dell is unfortunately somewhat obtuse when it comes to listing exact cpu models (even when you have a service tag number). If you want to be sure you have a dual-core cpu that will support your game then run cpu-z, a free program that will tell you exactly what cpu you have. Either way, I hope that you'll be able to run your app! Cheers!
