Do you mean 3-4 TB? Or a real 30-40TB beast? Is that one hard drive or many?

What are you going to use it for? If it's just movies, you'll only need a cheap CPU, graphics card, etc. If you want to play games, it may be more expensive.

30-40TB you are looking at needing at least 10 drives and that's with no raid or backup at all. That's going to require lots of power, space and probably a few add-in cards for extra SATA ports. Then getting software to work with all the drives and controller cards is going to be fun. lol.

5-10k, you can buy a good RAID rack mountable file server box, but that's a lot.

ASRock Z77 Extreme11 to enable you to connect 10 4GB HDs on Sata3. A COOLER MASTER COSMOS II would be necessary to accommodate the HDs

Memory, GPU, and CPU doesn't make much of a difference if you plan on using it for storage only. An i3 or better processor with 8GB of ram should be sufficient but you can go up to 32GB with this board and pickup a 3770K, along with a tri-SLI Titan configuration if you feel the need.

Good recommendation, but again, it depends on what you're using it for. If it's *just* D.V.D.'s, you could probably get away with a G860 pentium, a B77 motherboard and a £50 discrete, passively cooled card.. If you plan on gaming, you'll need more. What's your budget and what are you using it for?

It it's just only for movies, you don't need any card more powerful than this:

In terms of other components, any dirt-cheap 4GB of RAM kit will do for movies.: http://www.amazon.co.uk/Corsair-TW3X4G1333C9A-XMS3-DDR3-Memory/dp/B002D11C6U/ref=sr_1_4?ie=UTF8&qid=1363726491&sr=8-4
This previously recommended motherboard looks good, giving you enough SATA ports for all your drives: http://www.amazon.co.uk/ASRock-Z77-Extreme11-Motherboard-Extended/dp/B00A2CQBKE/ref=sr_1_fkmr0_1?ie=UTF8&qid=1363726074&sr=8-1-fkmr0
If you're only using movies, an I3 will be plenty. http://www.amazon.co.uk/Intel-3-30GHz-Graphics-Advanced-Extensions/dp/B008F65MO0/ref=sr_1_2?ie=UTF8&qid=1363726080&sr=8-2
This case should hold everything: http://www.amazon.co.uk/Cooler-Master-Cosmos-USB-Case/dp/B006G19KTE/ref=sr_1_1?ie=UTF8&qid=1363726151&sr=8-1
In terms of PSU, it varies. Your system won't use much power, but you need a lot of cables. This 750W PSU is overkill for your system power, but there'll be no shortage of cables: http://www.corsair.com/en/tx750w.html
Finally, here's a high-rated Blu-ray drive from amazon for your movies: http://www.amazon.co.uk/LiteOn-IHOS104-06-Internal-Blu-ray-Software/dp/B0079GI0OQ/ref=sr_1_2?s=computers&ie=UTF8&qid=1363726401&sr=1-2

That should do it, so long as you only are doing movies. If you want to do games, you might want to switch up to a more powerful CPU, such as an I5, 8GB of RAM and a more powerful graphics card. Everything else can stay the same, though.
