Weird Wifi/Ethernet issues with Youtube and streaming

Kinda stumped here. If I watch Youtube videos or stream pandora at work on my Iphone5 connected to wifi, the stream is near perfect with no buffering stops or halts. Turn wifi off and running At&T LTE, the stream is about the same or better. Running Youtube videos or Pandora on my home WIFI takes 5 minutes to play a 2 minute video because of all the stops and buffering here and there. Even my PC struggles with Youtube videos and Pandora just as bad. (PC is a high end custom rig, not something slow)

I have Verizon Fios with a Actiontec MI424WR updated to the latest firmware. Paying for 75 mbps download and 35mbps upload. Not sure what my workplace is running but its through Cox communications. My office is located in VA and our main servers are running from ATL.

This is where it is weird to me...check out these averages I am getting from Speedtest.net:

Home Wifi Full bars (Iphone5): 20mbps DL / 5-10 UL (Barely Plays Youtube or Pandora Stream)
Home Ethernet (PC): 85 mbps DL / 35 mbps UL (Barely Plays Youtube or Pandora Stream)

Work Wifi Full bars (Laptop): 7mbps / 10mbps UL (Plays YouTube and Pandora just fine)
Work Wifi Full bars (Iphone5): 7mbps / 10mbps UL (Plays YouTube and Pandora just fine)
Work Ethernet (Laptop): 7mbps / 10mbps UL (Plays YouTube and Pandora just fine)

Iphone 5 At&T LTE: Ranges from 15-35mbps DL and 16mps UL (Plays YouTube and Pandora just fine)


I have tried, resetting my router, ONT, etc. with no changes. I downloaded and ran namebench and tried the top two DNS servers listed for me with no changes in regards to Youtube and Pandora performance. When downloaded files to my computer, the speeds are very quick with no noticeable slow downs.

Anyone have any suggestions or need more info to help me out? Feedback would be greatly appreciated!

After doing several more hours of research online, it appears there is a long term problem with FIOS and YouTube streaming. It is speculated that both companies are budding heads and throttling streaming on a massive scale. Of course this is just speculation and if someone thinks it might be something else, let me know!
