Fps drops to 30 in any game i play

Hello recently i brought new Samsung laptop, and i been having this problem with this in every single games menu i get 99-100fps but when i play the game i don't get anymore than 30fps. For example i play far cry 2 with 30fps and then i play counter strike 1.6 with same 30fps does this makes any sense? to me it doesn't
here's my laptop:
Processor: AMD E2-1800 APU with Radeon(tm) HD Graphics 1.70GHz (dual core)
RAM: 4GB (Usable: 2.86GB)
System type: 32-bit operating system
Memory Disk (C: ) 195GB (in which i install all software's)
Memory Disk (D: ) 270GB (in which i install my games)

Simple, laptops are not made for gaming, especially this one.

Normal being in game menu doesn't use much ressource, when you play, fire and get action, that's where it uses full cpu/gpu

AMD E2-1800 1.7 APU with Radeon(tm) = big bottle neck
onboard vga = big bottle neck

here are minimum for farcry 2

Anyway, sell the laptop and get a more expensive one with better cpu / gpu

This is most likely the issue if every game is exactly 30 fps. When normal vsync is on, it'll try to lock your refresh rate at 60 fps. If it can't handle that, it'll cut that in half. Hence, 30 fps.

Vsync is unadvisable in laptops, as oftentimes they are not powerful enough to push 60+ fps at all times.

i do have v-synch off and it still does the same thing but i mean why i am not like getting higher fps in cs 1.6? because i mean far cry 2 requirements are a lot higher and graphics are better. All thought i am not finding issue playing with 30fps in cs 1.6 but when maps are bigger i am getting huge fps drops like to even 5fps which is annoying and fps does not go up to more than 30 in cs 1.6 which is weird... because i had a lot "lamer" PC which was handling it at 100fps and had something like 1GHz 2GB RAM it was something like this and it was getting 100fps... While this one is getting only 30 fps what could like be causing the issue? i don't think my hardware is the problem because cs requirements are very small.

Try Running it in OpenGL, or switch to other modes.
