5770 heating fast in preboot

I have a 5770 sapphire card and the problem with it is that it heats really fast as soon as i power my pc to the point where it shuts down(the card) sometimes even before it boots windows 7(with a red led on underneath).
If it boots than the card gradually cools to normal idle temp :36-39 celsius.
I also noticed the fan is barely spinning on power on.
If i take too long even in the bios menu it shuts itself down.I also get these artefacts in windows little black dots,and i had this problem for awhile but now i have this problem also.
What could be causing this,how do i solve it and if it cant be done
how do i reduce heat enough to format my hdd because i really need to and have no onboard vga.
To clarify only the gpu shuts down not the pc.
