New/Upgrading PC for GamingStreaming

Today my setup is

CPU : Phenon II x4 965 BE (not overclocked, yet ) With CM N620
MB:Asus M4a78
GPU : ATI 4890
Memory : G Skill 2x2GB (F2-8500CL5-2GBPK DDR2)
Case: CM 690 I
PSU: I believe it is Zalman 650W I cant remember exactly

I dont actually need an upgrade because I already play(1920x1080) at 60fps (It could go higher but I capped it..)But when I stream.. well it goes to 20 fps or less ...

So I was thinking about getting a 7970 or 7950 ,and 2x4GB memories but my MotherBoard is PCI 2.0 and I does not support DDR3 ...

I dunno if it is worth of buying a 7950/7970 for PCI 2.0 and 2x4GB DDR2.Would it solve my streaming problem?

Or Should I just buy a new PC?I was thinking about I5 3570k + 7950/7970 ( about $1.600 Total I already have monitors)

Opnions? Suggestions ?

Get 3770k if you're Gaming streaming as it's CPU intensive. You definitely need a full upgrade mate. Your current rig is prolly like 3-4 years old and needs to rest.

I chose the 750 watt PSU so you have more headroom for overclocking and Crossfire in the future. Use the Noctua Fan I added for a push-pull configuration for 212 EVO cooler.
