32gb of RAM only able to use 2.99GB!!!!

i have windows 7 home premium 32bit (for performance) and i just booted my pc up yesterday new build, everything's working fine except when i saw only 2.99gb is usable ram. It says i have 32 installed though any ideas?

I installed Win7 ultimate 64bit but now im only getting 7.99 usable do i need to install the service packs as well?

This tutorial should help you to understand the concepts of 32-bit and 64-bit computing. We'll look at your computer system as three parts: the hardware, the operating system and the application programs. At the end we'll look at some of the common questions people have.
32-bit versus 64-bit

As the number of bits increases there are two important benefits.

More bits means that data can be processed in larger chunks which also means more accurately.
More bits means our system can point to or address a larger number of locations in physical memory.

32-bit systems were once desired because they could address (point to) 4 Gigabytes (GB) of memory in one go. Some modern applications require more than 4 GB of memory to complete their tasks so 64-bit systems are now becoming more attractive because they can potentially address up to 4 billion times that many locations...

Your system can not handle more than 4GB of RAM.
Your system will show you the available RAM which is 4GB - graphic card RAM - drivers reserve... Which makes in your case 2.99 GB.

Ok I installed win7 ultimate 64bit but now its showing 7.99 usable do i need to update it to SP1?
 
When you go into the BIOS, how much does it show there? What what are you using that says you have 7.99?

If the BIOS only shows some other amount than 32, power down, remove one bank (two sticks) and see if you get 16 to show. If not, repeat the process and swap out one stick at a time.
