Unable to contact DHCP server

We are a small business using Windows Server 2003 R2 and began losing a computer at a time from the network being assigned the 169.254 IP's. Mine is the only one still working. I've done the IPCONFIG and the IPCONFIG /renew with no luck. I'm afraid that something is wrong with the server itself as I am unable to get on to look at settings. It boots up and windows states that a "service or driver did not load properly" and when windows loads, I have no Start Bar on the bottom or Administrator tools to work with. Not even when I push the button for the Start Menu on the keyboard. Any suggestions would be greatly appreciated!

Press Ctrl Alt Delete and select task manager, the flick file> new and type in "explorer.exe" in the create new task. This will bring back your start menu.

Thank you...I've tried but nothing comes up to select anything...even in safe mode, I have nothing but wallpaper and none of the keys respond except to shut down/restart. I am able to start in safe mode with a command prompt surprisingly but I have forgotten how to move around in the DOS world so again I'm at a loss. I have a weekly backup that if I could restore I would try that but I have not been able to access the utility and I'm not even sure if the necessary files are on there. I tried explorer.exe in the windows directory at the command prompt and nothing happened so I'm not sure what to do next...
