PC Won't Boot (CPU Fan Can't Start)

I have a PC I just finished building
Motherboard: Gigabyte Z68XP-UD3-iSSD
CPU: Intel Core i3 3330
Memory: Corsair Vengance 8GB DDR3
GPU: EVGA GeForce 650ti
PSU: Corsair CX600

When I apply power and press the power button the PC appears to start, however the CPU fan will not spin up, it moves a little as if it is trying however it does not start, the BISO speaker then beeps once and after around 1 second the CPU fan starts at full speed and gradually slows down until it reaches a point when the system powers down, around 3 seconds later it will restart and repeat this process.

Also during this process I never get any activity on my monitor.

I have tried disconnecting every SATA and USB (except keyboard) device, disconnecting internal audio and USB connectors, have ried every combination of memory modules.

The only other things I have not tried are using a different PSU and CPU fan, mainly because I don't have a suitable replacement for either.

I don't think the CPU fan is at fault as it rotates freely and is able to run under power, I was thinking I might have damaged either the CPU or CPU socket during installation?

I have all of the part covered by ScanSure anyway but it would be good to know exactly what the problem is (and what to return).

Any ideas?

EDIT: Also should mention I can't get any lights on the USB keyboard and the "phase lights" at the top of the motherboard (apparently indicates CPU load, but maybe POST progress as well) are all lit.

Have also tried clearing CMOS by removing battery for about a minute.

Just given this a try, took out both GPU and memory and got the error code for what the manual says was "graphics card not inserted properly", then tried GPU with no memory and got the same error code, then memory and no GPU and got the same as before, single beep and continuous restarts.

I think I can assume the manual was wrong and the error code I get is memory related.

Do you think it's worth trying to connect the HCMI connection from the on board graphics to a monitor, it is a bit of a pain to do, hence why I hoped it would detect the graphics card and use that.

Do you get 1long, 2 short? It is video card error for sure cause i have same BIOS and experienced that problems. Endless beeps are memory. Clear CMOS for start. It should trigger onboard video to use, and disconnect video card just to make sure.

I got continuous short, which is graphics according to my manual, but it was when I removed the memory that I got it. The manual does say "for reference only" so it could be wrong.

Just tried clearing CMOS and starting with just RAM (no GPU) and seems to have made a difference, now it appears to get a little further in boot, I can now get the num Lock LED to light on the keyboard, however it does restart every 5 seconds or so (fans stop and restart for less than half a second and I get a single beep), the CPU fan runs fine also, although it does not start until it has (at least appeared) to have past POST.

This is also the case if I reinsert the graphics card, I still have everything else disconnected.

I have tried using only the on board graphics and still get no output (removed graphics card), tried disconnecting every device apart from front panel connectors and keyboard, tried clearing CMOS several times, still does the original problem of power cycling after the first beep (indicating successful boot).

Without memory the system just produced the continuous beep and does not shut down.

It's either mobo or memory considering everything is installed properly. You were not supposed to get any output because it can't provide it without RAM. It may be that DIMMs are defective. You should check RAM at friends perhaps and narrow problem to single thing.

Hmm, I'm starting to think it might be either motherboard, memory or CPU.
I might take it to a local PC repair shop to have them identify the problem better (as I don't have a similar PC to test components in), although I could just send all the components back I suppose.

I suppose, although I am getting a single beep which is supposed to mean it has passed its POST which should check memory as well.
I'm kind of thinking it must be the motherboard.

I think I'm just going to get replacements for all three as this should be coved by Scansure anyway.

Yeah just one single beep, I get this with just CPU and memory installed.

Well it mean it works then. Plug hdmi to onboard video and it will start. It seems that your manual is correct, but that means that AMI bios has different beep codes than before. Try and you should get signal.


Totally went out of this thred.. forgot that it keeps restarting.. sorry :)

I have tried that and it didn't work, got no signal just like with the graphics card (I did test the graphics card in a different PC and it works fine, although I never really suspected it was faulty).

I may have another look tomorrow at getting it to start as I was able to get to a point where there was a longer pause between restarts and it didn't seem to restart fully (i.e. fans slowed down for about 0.5 seconds).

When my CPU fan was giving trouble, I unplugged the fan cable from it's slot, found a SYS_FAN slot on another place on the motherboard and it it in there. ( Plug the CPU fan cable into a SYS_FAN slot instead of the cpu fan slot.)
