7970 flickering issue

Recently upgraded from a gtx 560 to an hd 7970 but i've had alot of problems since the start and i can't figure it out. Firstly i've been getting lower fps in some games and I just realised that there had been alot of flickering going on when especially playing games and running programs like Sony Vegas Pro 11. I have been using the same games and programs as i used to but I can't seem to render anything on vegas pro without it flickering extremely and freezing all the time, it used to be fine on my old card

Also my GPU tweak shows max voltage by default. Is this normal? Or is it because of my PSU

i7 2600k
Corsair GS 600W
8GB Kingston RAM
Gigabyte H77-D3H

I´d try it without the GPU Tweak to check if the card behaves normally.

I have tried, it behaves the same with or without GPU Tweak because I installed GPU Tweak after i noticed the problems and it's the same

Are you sure you have clean-uninstalled your drivers before reinstalling a new version, or are you just relying on the AMD uninstaller? It may be a driver issue.

Yeh im pretty sure i uninstalled the old drivers, I used the Nvidia uninstaller, then i searched every folder and file that was associated with Nvidia and used driversweeper too
