If you play GTA4 on 64 bit and you bought the game you can still get the error

Securom is a pretty abysmal DRM scheme - it frequently errors when trying to run older games on newer hardware/operating systems.
Kind of glad publishers have moved from disc DRM to Steamworks these days. Cheaper for the publisher, and less likely to end up out of date for the consumer.
