New build smells bad and shuts off after a minute

I just built a computer. When I press the power button, the fans and lights inside the comp turn on for a half second, then turn off. Pressing it a second or third time usually turns on the system, but that's not the main problem. The problem is that my system smells like electronics burning and then my whole computer shuts down in minute. The fans run CRAZY. First I thought it was the cpu, I took off the heat sink and applied some new thermal paste. Now in the BIOS it says that the CPU is running at 39 degrees and the M/B is running at 28 degrees. But the smell persists, and the computer shuts off after a min when I try to install a OS. Any ideas to fix the random shutting down and smell?

Intel Core-i5 3350P stock fan, new thermal paste

Kingston HyperX Blu 8GB 1600, DDR3

Corsair 80 PLUS (CX430)

Rosewill Black Gaming ATX Challenger Case

EVGA GeForce 8400 GS 1 GB

ASRock H61M-DGS Motherboard

Okay, It seems the smell is coming from the PSU

your PSU is likely toast. smell it...if you smell burnt rubber its the problem. other wise you old gpu could be a cause. start using your nose. i suggest you don't turn it on anymore until you find the burnt part. you run the risk of damaging your whole system (if you haven't already)
