Fans and leds work but no video or usb power

I just recently bought a power supply to go with a 7870 I also purchased. I put it in and went to boot it up, everything turned on fine(fans leds HDD etc) but there is no video or power to the usbs. I tried everything on the checklist I also tried running it without the case, with just the necessary components using onboard graphics, with the old psu, with different ram that is know to work and it still doesn't work. I'm afraid its the motherboard but I don't want to spend money on it if its not.
Specs:
Phenom ii x6
Radeon 7870
Ocz 700 watt PSU
Asrock n68-vs3 ucc mono
Adata ddr3 ram

I did clear the CMOS before trying the onboard and it was working fine when I first replaced the gpu( I got that a few days before getting the PSU), but stopped working after I replaced the PSU. I used a power supply tester and it says the voltages are fine, also when I pue other PSU back it still doesn't work.

Yeah, no, I got nothing. So I guess its a board thing then?

I've had the processor and motherboard for a little over a year now and they were working fine up until yesterday
