I see that in some evga gtx 660tis some have a shorted card and a longer cooler. But other have a longer card same size cooler.

What is this madness.

you can see the cooler hangs over the very small card in the first one. In the second the pc is as long as the card. The pcb looks longer. but there both 9.5 inchs of steamy goodness.

It's an efficiency thing for parts. EVGA use reference coolers on a lot of their designs and the GTX660, 660ti and GTX670 all use a more or less identical cooler despite a change in PCB length.

There's a reference PCB design for all graphics cards, which in this case will be the shorter one. The longer one will be a custom design to allow them to add stuff they couldn't fit onto a standard design OR a better layout for cooling OR spread out because they have the space to do so (ie, if EVGA know they will use a cooler of 240mm or so in length, why would they make a custom PCB way shorter?)
