So I'm in the process of switching out cases and I went with corsairs obsidian series, as I go to install my mobo, I'm putting I'm the stand offs but then at the top I notice 2 dome like things on the interior. They have holes to where I could put a stand off in but when I do this and lay the mobo on it it sits at an angle. So does this mean I done need any stand offs since it will keep the mobo off the back of the case?

But when I put standoffs on them the mobo sits at an angle, then when I try to put standoffs on top of the other stand offs to level the mobo it doesnt fit right with the I/O panel.
 
I would leave the stand offs out of those two places and keep the board level , being at the top and at that position if you put stand offs then the back I/O panel will not line up right as you have stated so that's an indication that you shouldn't put stand offs in those two mounds.
