unusual green bar loading on my desktop

hi,

i recently came up with a problem with my laptop .
when i start it and my desktop shows up a green loading bar pops up , gets loaded then disappears.
i have to mention that it has no description what it is, nor any "ok" or "cancel" , just a green rectangle getting loaded .

i am very curious to know what it is .
plz tell me if it is a virus or something like that, because i have anti-virus.

actualy i have downloaded a program called"Hoolapp for android".
can it be something about that program ?,I mean if I uninstall that , the problem will be solved?
please assure me that it is not a virus or sth like that because I already have an anti_virus.
