thats not strictly true nvidia cards have a slightly higher overhead on intel based systems. its normally about 1-3% more cpu usage than the equivalent amd card so its ever so slightly more efficient to run an amd gfx card with an intel cpu.

AMD graphics cards work perfectly well with either Amd or Intel cpu's.
Unless your games are multi core enabled, and can use more than 4 cores,(most can use only 2-3 cores) the i5-3470 option will likely be better.
