Actually i live in india (new delhi) and summer is on the way, here temp can go upto 40 C ( means 104 f ) so its realy hot surroundings

Actually you do not even need an aftermarket CPU cooler, as your CPU can´t be overclocked -- so your stock CPU cooler should be able to do the job.

On the other hand , if you are getting issues with temps, then it is better to post the problem here, so you can get some help.

Solution
Short answer... NO.

The i5-3570 does not permit cpu overclocking, and it is a relatively cool chip anyway.
The stock Intel cooler will do the job. Under full load, the small fan may spin up and become noisy.

If you want quiet, a cm hyper212 I $20, and recommended.

The all in one liquid coolers are noisy, expensive, less reliable, and do not cool any better than good air coolers in a decent case.
